List all available relation types, sorted alphabetically by localized name

GET 
/relation.relationtype.list

Returns every relation type with its name, color and whether it is blocked or system-defined. The names of system-defined types are translated to the user's language. Filter by external id, by name or by whether the type is system-defined.
